Is there a way to populate a new sheet with data from a separate sheet, when it meets a certain criteria?

I have data being added to a main tracker that is used by many people. Therefore, editing access is locked down. I want to move specific lines to a new sheet, so I can share that sheet and have it be edited by external users.
