Cell linking not working for multiple numbers

Hi all,

My cell linking is inconsistent and only works for one or two of my req #'s, see below pics:

It's taking the info from this sheet and linking it via the REQ #'s onto my other sheet:

Any ideas why it wouldn't be populating the date into the barging details column like it does when i only have 1 or 2 REQ #'s?
