Desired target sheet for "Reference Another Sheet" is grayed out!

I'm attempting to add a reference to another sheet (via Reference Another Sheet), yet the sheet is grayed out. It is in the same workspace, and I have Admin access to the full workspace, including when I check this specific sheet. None of the other sheets in the workspace are grayed out.

It has to be something with this specific sheet, but I cannot figure it out. Please help, as I feel like I am losing my mind!!!

Hmm, if you have the correct permissions and the sheet isn't in a different region (very unlikely, but technically possible, I think), and you didn't go over the maximum cross-sheet references (100/sheet — if you right click on any cell to open the cell menu and then select "Manage References," it should list all references and tell you the total number.), and the sheet wasn't moved or relocated on the back end (again, very unlikely, yet technically possible someone was moving it while you were working), then it's possible it's a cache issue (resolved with clearing browser cache, trying a different browser, or a simple refresh).

But I recommend going through all of those checks just in case (especially the sheet references).

Also make sure the reference sheet isn't blank. It won't let you create cross sheet references to a blank sheet, so I end up having to put in a temporary placeholder row while building out solutions.

Confirmed (again) I am Admin for the reference sheet
The reference sheet has 0 range references and 0 cell references
The sheet WAS moved to this workspace on 28-Oct (6 days ago). I did not have access to its old workspace ← could this somehow be connected to why I'm having these issues?
I'm using the desktop app, but have the same issue from my browser. I cleared by browser cache and the issue remains
The reference sheet is not blank. It has 216 rows of content

The only sure solution that comes to mind is to "start over"; create a new sheet, copy the content over, and then add my reference linking. But a) this is annoying and b) how do I prevent a similar issue in the future?
