Reaching Cross Reference Max error prematurely

I Saved as New an existing Project Metadata sheet with 90+ cross-references. When I removed the old cross-reference formulas. I was only able to add 6 new cross-references before getting the "Unable to create cross-sheet reference, because this sheet already contains the maximum number of different cross-sheet references"

It's like SS is still using the old information form the copied sheet and not the new sheet. I have saved the sheet multiple times to try to reset the cross-reference count with no luck.

Would love any advice on how to move forward.

Unused cross sheet references are maintained on the back-end for a bit. You can either wait it out (usually 24 hours), or you can right click on any cell, select the option to "Manage References", then delete the reference from there.
