In trying to use Smart Sheet as a way to track applicants, and even use a form as an application, I'd like to be able to notify applicants that did NOT get the job that they didn't get the job.
Is this even possible if I collect email addresses?

Yes it's possible and a great use of Smartsheet.Ask the applicants to provide their e-mail address in the form. There are a few different ways you can handle this process.
My recommendation would be to connect thru Smartsheet Merge with Google Docs and have a template for the answer that will be sent to the applicant as an pdf.https://www.smartsheet.com/apps/google-docs-smartsheet-merge
Would that work? I have a few other alternatives if it doesn't.

Andree's solution should work, but you could also set up a notification with specific rules to fire an email when a field is changed.
For instance, you could set up a Hiring Status column with a dropdown including Hired, 1st Interview, 2nd Interview, Did not pass Interview.
And then on your notification when a column is changed to "Did not pass Interview" then send an email.
