Control Center provides that exact functionality, although at an additional cost because it's a premium feature. I, personally, have used Control Center for years and highly recommend it, especially for the bulky template set you describe. It would automate all of the manual work provisioning new projects, enables roll-up reporting across all related projects (i.e., portfolio), and more.
