Sending notifications to a contact list; user not shared to sheet

Hello!  I have a sheet where there is a "Contact List" column and I want to send a notifications to that contact, but they are not shared to the sheet.  The contacts are not receiving the notifications currently and I'm not sure why.  I thought this was an upgrade Smartsheet made recently, but maybe I'm wrong. Thoughts?

Hi,

You can change the settings under the Alerts & Actions tab on the sheet or permanently on the Account Administration page. Please see attached picture.

I updated that setting, but the link sent out in the alert wasn't usable by people who weren't shared the sheet. Was there another step?

I had originally published the sheet, but the alert used a different link.

You could add the published link to the alert.
