There currently isn't a way to perform this level of data validation in Smartsheet. When you have a moment, please submit a Product Enhancement Request using the form under Quick links on the right of the Community site.
As a potential workaround, you might consider using our integration with Google Forms.
You can have people submit information via a Google form (which allows you to implement this level of data validation), then have that form populate its responses to a sheet in Smartsheet.

Can we track status for each deliverable? Ex. For Book Dispatch, Pen Drive Dispatch etc....

I'm not quite sure what you mean by "track." You can definitely organize and track the progress of deliverables in Smartsheet. I track help content deliverables with dropdown columns in Smartsheet.
