Hi Erika,
You have to open the form link on the mobile and then you’ll have it in the Smartsheet app.
You can also save it as a shortcut on the homescreen.

On the mobile version, I also don't have the fill form link in any of the drop down menus. Only Attachements and comments etc.

Hi again Erika,
You have to copy the form address or send it thru e-mail from the desktop version and then open that link on the mobile and then click to open the form in the app. It will then be saved in the app.
You can also save the form on the homescreen on the mobile device or as a bookmark.

As of Mobile version 4.3 you can access the forms in a given sheet using the Comments and Attachments icon in the upper-right of the screen on iOS or the 'hamburger' menu on Android. From there when you open a form, you can copy the URL or send it to email etc. There are some great tips on this and other mobile features on Smartsheet's help site:

Hi Erika
First you have to create the form on your computer, then your team can access the form on the iPhone.
On their iPhone, open the sheet the form is attached to.
on the top right there is 3 vertical dots, tap that and there is the form.

In the Mobile App I can see the Form itself when it is ‘active’ - no management functionality yet though - e.g. I cannot ‘deactive’ an existing Form, or ‘active’ an existing form that is currently deactivated. Also, if a Form is deactivated it does not show in the Mobile App.
