I have set up a sheet with conditional formatting that seems to work perfectly for me. When I share it, for viewers or editors, the conditional formatting gets erased on every row they move their mouse over.

It's possible that this is something that relates to their computer or browser.
I'd have them disable any browser extensions they might have to troubleshoot this issue.
If that doesn't work, have them try clearing cache and cookies in their browser.
Otherwise, have them try a different browser, such as Chrome, and make sure that browser is completely updated to the latest version.
If the above doesn't work, have both of these people reach out to our Support team to troubleshoot further.
