getting users to fill in inspection report without disturbing my original template

I have created a survey form (containing 300 items to be checked) which i want to share with multiple users to use when they visit on-site. How do I get them to fill their survey forms without giving them admin rights.

The survey form is a fill-in type of check list which grades the site, so the user should be able to check each of the 300 plus items in that list and mark it according to the condition found.

However I do not want the surveyors to change my original template..

How do I achieve this?

Unlicensed "Editors" would be able to update your sheet data but not the structure of the sheet.

Forms might also be an option but that might be inconvient for the user.

Based on what I understand from your request, you would need a separate sheet for each inspector (easy to copy from a template or non-template) and then share-as-editor with just that inspector. On the sheet you share you would need to have locked any rows and columns that you didn't want them to be able to modify. Basically, keep the survey cells you want them to check, or comment on, in separate unlocked rows/columns than the data you want them to see but not edit.

I think a form is the best way to do this unless you want the surveyers also to check and change the data. Even this point you could overcome by adding a a publised HTML link (read only HTML or Edit by everyone) somewhere in the form (begin or end) or in the 'thank you message'.

Forms could be a good option but, can only support up to 200 questions (sheet column limit). Could you break up the form into multiple sheets? It can be set, when the user clicks the submit button for the first form, then second form for the second sheet will automatically load.
