Scroll via trackpad not working after update

Anyone else have the issue where you try to scroll through a sheet with a trackpad but the sheet doesn't scroll?  This has been going on for awhile and I notice it on all my devices (Surfaces) and on different browsers (specifically Edge) in Windows 10.  Mouse wheel works.  Happened after an update I think...
