Conditional formatting for a duplicated #

I want to turn a cell red when the # in that cell is a duplicated #. IOW when the # entered has already been entered in a previous cell in that column, I want to turn that cell red.

Does anybody know how I could write a conditional formatting rule that would work to accomplish this.
