This is great! But we're supposed to get a follow up bot notification on Gchat per your article and that didn't happen for me after I allowed access. So I can't yet see how to use this...?

Try testing by creating a notification on your sheet set to deliver right away (details on creating notifications in the Notifications help article), then having a collaborator on your sheet make a change.
Also keep in mind that this integration is only available with the new Google Hangouts Chat application, and isn't supported on Hangouts classic.
If you don't see the notification appear in Hangouts Chat after testing, please contact our Support team.
When I search for the Smartsheet Bot in Hangouts Chat I get no results.
I am having the same issue. When I search for the Smartsheet Bot in Hangouts Chat I get no results. Also, when I try to add the Meet bot, it does show up and I click to add it, but then I get a message that there was an error. So I am thinking the new chat interface is a bit buggy.
I figured out the problem in my case. I had whitelisted only certain applications and needed to whitelist the smartsheet bot. See https://support.google.com/a/answer/7651360?hl=en
I am getting the notifications in Hangouts Chat, but I also get an email notification too.
Is there a way to setup notification so that it ONLY goes to the Hangouts Chat?

You can disable email notifications by clicking your Profile icon in the upper-right corner and selecting Personal Settings > Notifications.
Uncheck the box for email notifications and you should only receive them in Hangouts Chat.
