I encountered the problem of flashing rows when adding dependencies. There didn't seem to be any circular reference error.

Solution - I saved my sheet and refreshed. The refresh made the flashing rows stop flashing.

I may have found the issue. I had the same problem and it appears that it was being caused by having a child activity that has no duration in the duration column. Once I entered a duration in the last (or latest) activity flashing it all stopped and cascaded all dates.
