VLookup reference to another sheet only returns errors

Why can't I return any values with VLookup?

1. On my customer sheet I have a column for Baseline Fee
2. In the Baseline Fee field, I enter =Vlookup
3. Click Reference Another Sheet
4. On my pricing sheet the columns are Baseline  and then Fee (currency USD)
5. I've tried selecting Baseline and Fee columns, just Fee, just Baseline every single time I get "Incorrect Argument Set" or "Unparseable"
6. I've removed Currency formatting on the column and still it doesn't work
