By ' the right access', Andrée means the user must have access to the underlying sheets.
They need to be at least a Viewer to see the data and Editor to change the data ON EACH SHEET.
If a Report rolls up 5 Sheets and the user has only access to 2 of them, then their Report will look different than a user that has access to all of them.

Are you able to edit a sheet summary report and have it modify the sheet summary that it is referencing? if so what do you need to do to make this work correctly?

Yes. If you right-click on the row and select the Row Action option, and then Edit, you can change the values that aren't looked at or a formula.

Can someone, as a viewer of the source sheet, edit the report if they are the editor to the report?

Unfortunately, it's not possible now because they need to have at least editor rights to the sheet, but it's an excellent idea!
Please submit an Enhancement Request when you have a moment.
There might be a possible workaround.
Can you describe your process in more detail and maybe share the sheet(s)/copies of the sheet(s) or some screenshots? (Delete/replace any confidential/sensitive information before sharing) That would make it easier to help. (share too, andree@workbold.com)

When a Report is shared, who can edit the Columns selections of the report?
The owner? Admin? Editor w/ share? Editor w/o share?

A clarification should be made to the Report section:
A Report located in Workspace A can be made from a sheet host into another Workspace B we wish not to share. This Report will look empty to anyone only member to Workspace A.
A Report made for A from B can be useful to spin collaboration from my organization B and involving external organization A. Imagine this scheme could be also spread out by creating Report to organization C, D, E, etc from the sheet in B, etc. Author's name of modifications made by A, C, D, etc wouldn't be disclosed for each other, of course, but my organization B would.
