Changing the Color of a Font Based on Values

I am trying to change the color of the font based on whether the percentage is between a certain range. However, it doesn't seem to be working correctly and is just changing the entire column red. Have I done something wrong in setting up the conditional formatting? The column is completely formulas, so they aren't values per se. I am guessing this could be causing an issue, perhaps?

Hi,

The numbers have to be in 0,80 or 0.80 (depending on your region) formats for percent.
