How can I break my sheet up into sections - a bit like swim lanes?
I want a solid line going horizontally across the sheet between rows ideally with a title
Is this possible?

Swim lanes are horizontal lanes diving the Vertivcal lanes.
For Instance, if your vertical lanes are "backlog", "In Progress", "testing", "done"
then the swim lanes could be "assigned user" so that now the users tasks are grouped for them in their own lane. If they perform the task and it is up to someone else to test, then they drag the card from their "in Progress" swim lane to someone else's "testing" swim lane. It is much easier to identify WIP limits in this fashion.

Having horizontal swimlanes in addition to the vertical swimlanes would be fantastic! This is a much-needed feature that many other kanban boards support today (like Trello and JIRA, just to name a couple). Please consider adding this feature!

When we can expect this feature?
We could really use this as well - versus maintaining separate boards for separate epics, or doing lots of automations to try to differentiate them within a kanban with only vertical swim lanes.

+1 for this. Horizontal Swim Lanes are an important feature of a Card type work management system.
SmartSheet, please provide a way to create horizontal rows in addition to the current vertical columns that can be setup based on task attributes. For example, set Columns to "Status" (Not Started, Ready, In Progress, Complete) and Rows to "Assigned To" (Jane, John, Unassigned [NULL], etc.)
This is something that any kanban board solution ought to have.
