Is there a way to create a filter so that the intended viewer can only view the filter and no other views of the sheet?

There currently isn't a way for you to share a filter with one specific person —shared filters are available to everyone on your sheet —but this would be a great opportunity to submit a Product Enhancement Request.
I also just wanted to mention that with the use of a contact list column, you could leverage the current user filter for all collaborators on your sheet to be able to quickly see tasks assigned to them.
