Per the attached screen shot. How would the formula be written so that the row2 flag turns red IF any of the flags(row3-row11) are toggled to red?

Try this.
=IF(COUNTIF(CHILDREN(); =1) > 0; 1; 0)
The same version but with the below changes for your and others convenience.
=IF(COUNTIF(CHILDREN(), =1) > 0, 1, 0)
Depending on your country you’ll need to exchange the comma to a period and the semi-colon to a comma.
