Help with formula to count BLANKS in Assignee field across multiple children rows

Hi all,

I'd like to count only the rows below where the Assignee field is BLANK. The problem is my formula is counting the parent rows (ECS Inbound, ECS Outbound, Flat File Inbound). 

 

I know that =COUNTIF(Assignee28:Assignee60, "") will count blanks but how do I get the formula to only count the rows in that range if they are CHILDREN?
