Countifs based on current month turnaround times

Good Morning!

I am trying to create a graph based on the current month's turnaround times. I tried the following, but it returns as #Unparseable.

=COUNTIFS({Turnaround}, <=3, {Date Fufilled}, Value(@cell) = Month(Today))

Is this even possible?

TODAY()

MONTH(TODAY())
