Expand / Collapse all is not an option on my primary nor any of my parent rows. Why?
This is probably because you moved the column. I would check each of your columns until you do see the options, and that column is considered your primary column.
I have renamed and moved that column many times in my history of Smartsheet. It's really easy to lose track of as your designing sheets. Our best practice is to make sure that the first column always stays the first column and you move the data as necessary to other columns if you change your design in the process.

Expand / Collapse all is only available when you right-click (or click the menu in the column) on the Primary Column name.
