Data Values Not Scaling

Can't figure out what I'm doing wrong.  The horizontal axis won't let me scale to data values - option is grayed out so all the values are pushed to the top.  In the first column the 86 should be in the blue, the 7 is for the red and the 30 should be in the orange.  

The vertical axis allows for scaling but it doesn't do anything whether the option is on or off. 

Any ideas?

The numbers in the bar charts whether stacked, vertical, horizontal, etc. are all displayed above or to the right (depending on vertical vs. horizontal) of the corresponding color.

That's disappointing. It's a chart I will be unable to use.  The way it's laid out is confusing and you can't use the grand total data label because then it overlaps the top number and looks like this.

I suggest submitting a product enhancement request. I submitted one myself a while back for this very thing.
