Sorting Rows appears to mal-function

I've got a project number ("Project Number" column)assigned to each project.  The projects ("PROJECT Task" column) each have their name and then tasks shown underneath which are indented.

As you can see the indented tasks don't have a number in the Project Number Column.  Is that what is causing the sorting to not be ascending or descending as the case may be?

My reasoning for not putting the project number with each task was that it looked busy and if I collapsed everything I'd still see the number on the name of the project row.

I ended up deleting the project number column and putting the data back in.  The sorting works now.
