I found it...
=INDEX({Master Sheet Store # Column}, SMALL(COLLECT({Master Sheet Store Count Column}, {Master Sheet Run Name Column}, [Run Name]$1), [Store Count]@row))
That was my fault. Sorry about that. Give the above a try and see how it works out for you.
