COUNTIFS w/ new multi select dropdown

Hey all, I'm looking for a way to use the COUNTIFS function on a column that is Dropdown (Multi-Select).  I've seen a few tips about using "Find" but when referencing another column on a different sheet, keep returning an error.  For this example, I'm trying to count department names.

Im also having a issue with multiple Drop downs.
