Why do some of my attachments download and others open in a tab in my browser? Is there a way to save it with one or the other as the preference?

pdfs seem to be able to open in a new tab while other document types need to be downloaded first

View owned items before removing a license
I need to remove a license from a user and when I do I'm asked if I want to transfer all their owned items to a new user. How do I see what items they own? I've downloaded the Sheet Access Report and this user doesn't show up anywhere in the "Owners" column. Thanks. Bart
