is there option to make a conditional for specific cells and NOT for all column ?

Unfortunately, it's not possible at the moment to select a specific cell, but it's an excellent idea!
Please submit an Enhancement Request when you have a moment.
As a workaround, you can either isolate the cell with other columns or add a so called-helper column to make it work.
Would that work?
