Sheet that allows for project numbering population

I have created the attached sheet in excel and would like to replicate/create this functionality on a sheet in smartsheets.

The objective is to create a numbering system that are populated based on 2 objectives:

1. Criteria based

2. Sequential

For the 1st part, the individual will select from several criteria's: Owner, Platform, ATA, Model and Code. based on a list of items and dependent on their selections, the criteria would populate a number. 

for the 2nd part, the sequential portion, this is where the last 3 digits are defined in a sequential increase from the the previously created. (the last 3 digits should perform in an automated format)

We would use an auto number helper column in combination with the formulas needed.
