I have proofing enabled on the sheet and the proofing attachment column shows up, but I am unable to drag and drop a row to the proofing pane.
You cannot upload rows as attachments. You would need to use an actual document such as Word, Excel, etc...
Why exactly do you need to upload a row for proofing? There may be other options.

I need users to review information in a row and update it without logging in to smartsheet.
Basically, I prepare information on an employee, ask supervisor to approve. If changes are needed, Supervisor needs to be able to either access ONLY row for his/her employee (not the entire sheet) or be able to deny leaving comments for me on fields to be updates.
Have you looked into Update Requests? From the sounds of things, that would be perfect for your case.

I started with update requests but two bugs:
1. Request an update which will pre-populate form with information from a given row, but will not include help text or default values
2. Send the form directly to user for an update. Help text and default values will display, but for will not be pre-populated for a given row
Help text and Default Values can be shown using columns and formulas.
The help text could go in an extra column and just houses the text you want.
Default Values will depend on how exactly the row information is initially being entered into the sheet and what changes are made afterwards.

You could create a column called something along the lines of "Instructions" and enter the help text there then include that locked column in the update request. Because it is locked they won't be able to edit it, but the help text would still be there.
Default values would be as I said previously... It would depend on how exactly things are entered/updated. If you can provide more details as to how exactly everything is working and what you want to happen, we may be able to figure something out for you.
I've been trying to do a simple check of whether or not the entry from the form has a returned value that is either yes or no and it checks 3 cell locations to see if any returned yes. The 3 columns are Dropdown lists for Yes/No and the Status is a Text/Number, is that the issues? If not how do i fix that?
I'm wondering if there is a way to lock rows 1-12 out of the sorting and filtering of a sheet. I might have take out that part of the from otherwise I dont like how the built in dashboard moves when a sort or filter is applied?
