Is it required that each cell in the Primary Column contain a unique value, or is it permissible that the value be repeated within a given sheet?
No, fortunately it doesn't need to be unique.

This was helpful but what is we want the Primary Column to be unique? Example: We are trying to use the primary column to assign unique numbering of issues.
Is that possible in the Primary Column or should that be done in another column?
That was kind of the way I was thinking when I asked the question, but in the end, I simply inserted another column that auto-generates a "Job" or control number which we use as a unique identifier for each project.
You could use the JOIN feature together with a unique row id or similar. (Similar to @Bradley Berneche's advice)
