Can system admins view sheets that haven't been shared with them?

No. Even as a Sys Admin, you would need to be shared to the sheet/dashboard/report/workspace or be provided a published link to the item.

Missing Sheet access reports.
None of my admin accounts have the sheet access report option anymore. The garbage reporting tools aside, how are we supposed to figure out who owns what?
