Contacts, Assigned To, Resource View

I have contacts that show under 'My Smartsheet Contacts'. I've added them as resources to a sheet, with start/finish dates, and click 'Project Resource View'.

Only a portion of them show as assigned resources. If they're all listed as contacts, why would only some show in the resource view?

The resources have to be added as users in your account to be available as a resource.

They also have to have resources enabled by a sys admin as well.
