Automated Notification ONLY when Multiple Rows are Complete
I would like to ONLY send a notification when a specific set of multiple rows are Complete, not when each of these rows are individually Complete. I have spent hours playing with different Conditions, and I can not make it work. HELP!

I'd recommend to use one or multiple helper columns in the sheet instead.
Would that work?
Try something like this in the parent row in the Status column and then we would need to add something in the workflow to indicate that it's a parent or similar.
=IF(COUNTIF(CHILDREN(); "Complete") = COUNT(CHILDREN()); 1)
The same version but with the below changes for your and others convenience.
=IF(COUNTIF(CHILDREN(), "Complete") = COUNT(CHILDREN()), 1)
Depending on your country you’ll need to exchange the comma to a period and the semi-colon to a comma.
