Two forms with serial completion

We are using Smartsheet to track movement of inventory from one site to another. The sender on one end enters several fields including an item number. The receiver on the other end needs to identify the item (from among many) verify that it has arrived and note the condition. Ideally, I would like the receiving side to enter an item number and have his form populate with the data entered by the sender.

I would prefer that the receivers work with the form rather than the entire sheet. There are several senders and several receivers so it is not possible to target a receiver with a URL. I thought about using update or one of the automation workflows, but that only means that the receivers would get (literally) hundreds of email notifications.

Is my best bet to just have two unrelated forms and filter on items sent that were not received?

Would it work if the receiver only inputs the number in the form and then we pull the information from the first submission. Maybe we could use two sheets as well.
