What's the best way to set up a spreadsheet with monthly timepoints referencing a start date?

I am looking to create a spreadsheet schedule that generates monthly timepoints from referencing a start date column. Is there a formula or method that would be useful?

What exactly do you mean by "monthly timepoints"?

By monthly timepoint I mean the date 4 weeks after the initial start date. If the initial start date is 04/09, I want a function that can populate the next date 4 weeks after 04/09 and so on.
