Is there a way to put a display name on a hyperlink in the Form Description?

Unfortunately, as far as I know, it's not possible at the moment, but it's an excellent idea!

Please submit an Enhancement Request when you have a moment

As a possible workaround, you could maybe use a URL-shortener service to name the link.

There currently still isn't a way to have a display name over a hyperlink in the form description. @Andrée Starå's suggestion of potentially using a URL-shortener service to name the link would be the closest way to tidy this up!
