Why does cell history show user updating cell?

"View cell history" for certain cells in a collection of rows shows a user updating those cells at 8:43am.

In Activity Monitor, I see that user's action at 8:43am was "Row hierarchy changes." So, she didn't actually update the cell contents, which is just a formula displaying red, green or yellow status if certain dates are X days in the future, etc.

Is the history just saying that she was the first person to collapse or expand a row that contained a time-based change?

    Does the status column with the colours use the TODAY function? If so, it's possible that the user accessing the sheet helped the sheet recognize what day "today" is, thus updating the formula and the status colours.

    Yes, the formula does use the TODAY function. The sheet helped the sheet or the "user save helped the sheet" by folding/unfolding hierarchy and saving?
