Conditional formatting across multiple sheets

Is it possible to set conditional formatting to move an item from one sheet to another once it is completed?

Automation like that can be done via 3rd party tools like Zapier (www.zapier.com) and Azuqua (www.azuqua.com). Even then it would be based on a cell value, not formatting.
