Symbol Formula based on the background colour of another cell
I want to create a formula that would turn a symbol or a dot red if a particular cell in a column is filled red. Can that be done?

Unfortunately, it's not possible at the moment to use a formula for colors, but it's an excellent idea!
Please submit an Enhancement Request when you have a moment
Can you describe your process in more detail because there might be a possible workaround?
