Adding Time to a Project Plan via Forms
I have a normal/typical/simple project plan sheet: task, duration, assigned to. In lieu of having the Proj Mgr ask the engineer, how much he accomplished on the task and then putting that time into the project plan manually, is there a way that I can give a form to the engineer, that includes a dropdown that reads the appropriate tasks which he is assigned to, and then have that time get put directly into the project plan?

If this is for an existing row of data you will need to use an Update Request.
