Trying to Use Join and Collect in a function, Says Calculating, but blank result

Would you be able to explain your scenario a little more, perhaps copy/paste the formula?
If you're using cross-sheet references to match up values that have a leading 0 (such as 0001), then it can help to include an = sign in front of your criteria. See this post here for an example.
