Is there a way to automate the Smartsheet Merge add-on to automatically to create a PDF every time a new form is filled out within Smartsheet? If not, is there another way to do this?

Unfortunately, as far as I know, it's not possible at the moment, but it's an excellent idea!
Please submit an Enhancement Request when you have a moment
As a possible workaround, you could use the option I described in your other post as well.
Zapier, combined with Webmerge, Google Doc, and Cloud Print or similar, would probably work for what you need.
