How I can ensure that the Requester gets the Auto generated Request ID for whenever he/she is filling a for and opting for a mail copy of the request?

You can set up a Workflow to send them an Alert and use Placeholders to include the information.

Can you explain the exact steps, how I can do it for unknown users of the form?

The submitter has to add their email address to the form, and then you'll reference that in a contact column and use that to send them an alert with the ID and other relevant information.
