Count IF And?

I am trying to determine my "deliverable count" based on if the following columns are in agreement

Project Phase checkbox is checked

Project Sub-Phase checkbox is checked

Status is "In Progress", "Not Started", "Roadblock", or blank

Could you just provide a bit more please?

If Project Phase is checked and Project - Sub Phase is checked then the deliverable count is what? - 0, 1,2?

If you could write out here what were looking for in terms of the results that would be easier to understand.
