Is there a way to click on a Bar chart and have each bar bring me to a different report?

Unfortunately this is not currently supported by Smartsheet.

Try a sheet (then a report) with the value in one column and a link to the report in the other. Then display the report in your dashboard next to the chart (or instead of).
