Pulling Existing Sheet Data Back Into a Form
Is there a method we can use to pull existing sheet row data (previously created in a form) back into a form for additional editing, etc regardless who created the original sheet row data?

I don't believe that is currently a feature of Smartsheet. I've been looking for a way to do this myself, but I don't think that it is possible in without a new feature being added by Smartsheet.
I would suggest putting in a feature request. The more of us who ask for it puts the feature on the top of the list.

@David Tutwiler Thanks, I know there is an add-on called Dynamic Views, but that seems like a total solution and the cost for that is well beyond feasible. I know in google forms we have the ability to do something similar based on emailing the submitter a copy of the form they submitted and the link back to the form prepopulates the form, but only they can edit the original form and only via the link in the email they received.

You're right about Dynamic View. It's a totally comprehensive solution around sharing and editing documents, not really about pulling in data into a form.
However, I did just have a thought. Have you signed up for the preview of WorkApps yet? You might be able to get a similar functionality to Dynamic View by building it out in WorkApps.
