You don't need to include the AND and it's parenthesis. The AND is inclusive within the COUNTIFS.
=COUNTIFS({Tracker Range 1}, [Assigned]@row, {Tracker Range 2}, "Risk 1") + COUNTIFS({Tracker Range 1}, [Assigned]@row, {Tracker Range 2}, "Risk 2", {Tracker Range 4}, "Engaged")
